Ok, my officers hunger factors are at like 150, I tried to put them off duty, but they just keep coming back to the bridge. How can I get them to stay off duty and get that lowered?

When your doing the Galcom campaign, your first mission is to escort the diplomats. Well, the ship docked, but I haven't gotten anything saying the mission is over. Am I going to? Also, I tried to press the new mission thing (ctrl-alt-c) but it says this ones not done yet.
