Here's the problem with this type of Levy, once the systems are in place to collect it, the operational overhead will start to eat into the cash, usually from 20 to 50%, and also the other problem is that once things like this are in place, they tend to GROW. I remember reading about how some senators argued about the impending 1% Income tax on the rich back in the 1800's. One of them sat up and said, "Gentlemen, One of these days the Rich will pay 10% of their income to the Government" Everyone found that to be funny, but it's not funny anymore.
