This is an intersting, if not quite conspiratorial, read. heard about it for the first time on coast to coast am last night at work. According to Charles Ostman, who was on the show, this has been researched for a few years and might be in use... i think the guys a nut job, but its still a pretty interesting read.

Basically HAARP, or High-frequency Active Aural Research Program, is something that can cause such things as hurricanes, earthquakes, droughts, and floods... conspiracy theorists rejoice!
