The Plain English Campaign, which was formed in 1979 to fight unclear public information , awarded the Executive the Golden Bull booby prize. The award is given to the drafters of some of the most incomprehensible documents of the year. And the Scottish politicians claimed the prize with a paragraph from the Freedom of Information (Scotland) Act. Part five of paragraph 59, which deals with the number of years certain historic documents are kept confidential, says: "The Scottish Ministers may by order amend subsection (1) of section 57 or paragraph (a) or ( of subsection (2) of section 58 so as to substitute for the number of years for the time being mentioned in the provision in question such other number of years (not being a number which exceeds that being mentioned in the provision as originally enacted) as may be specified in the order," [ 12-07-2002, 09:58 AM: Message edited by: Or ] Link to comment Share on other sites More sharing options...
