Time Acceleration not working

According to my Keyboard guide CTRL + A should change the time acceleration.

However this doesn't seem to be working on my machine. All other keyboard shortcuts work fine.

I have v2.09 installed.

Is this a problem, or is my keyboard guide incorrect ?

Time acceleration has been disabled since...I dont remember when.
