Cities as trading posts?

Any chance that a landing pad can be put in a city so it can act like a space station for trading?? I hope that makes sense cause it would be really cool to land on a planet and trade with a city plus it makes a hell of alot more places to trade...

ps: I don't think you can do this if you can and I'm a bonehead for missin it go ahead and beat me SC.
