I am not sure if this topic has been covered or not( did a search but didnt find it so sorry if it has already been mentioned)but there could be some civilian fleets like a mining fleet (think Red Dwarf) or trading fleet that is independent of the earthcom or galcom. This would allow 1. for tdh raiders to rob someone who isnt military 2.mercenaries could get hire out more 3.The fleet could wage wars like it was a seperate nation against others 4.i think their main objective would be to gain wealth and power. eg get starbases by waging small wars (im not sure if that is possible) i dont think this wil work until htl comes out because of the loss of money everytime you log out. Couldnt you tell if it was a nuclear blast by all the radioactive material blown by the wind?

1.Didnt France, Russia and America give armements to irag in the first place, when they werent seen as a threat. 2.WMD's are easily availiable since the soviet union broke down (nuclear rods for reactors can be found in fields near bases, these can be used to make dirty bombs) So even if iraq had never started A WMD programme terrorists could still easily make a dangerous bomb. 3.Im not sure if those figures at the start included casualties or kills from other countries militaries.
