I can't make it work

I dowloaded V2.09 and it doesnt work as it shoud i cant "observe" the planets and smoke the enemy, anyone has any ideas??? I've dowloaded it 3 times, and it still doesnt work has it should.

I am forced to play wiht V2.08 in order to play the game!!
