Just go to start/programs/dreamcatcher/universal combat/docs and there is a "Manual Appendix" link to the docsappendix.html file. What he saw on the website downloads page is actually a formatted PDF version for printing at Kinkos etc, since its difficult to print html files with embedded tables and whatnot. That version was done by this Kinko worker and volunteer.
