TOD4 not starting up...

I have completed TOD3 5/5 in BCM v1.09.01 and the game states that I have completed my inaugural missions. The counter for the next mission/tod then stays at all green 0:00:00. Did I do something not to gain access to TOD4? Also, I've collected all of the "INTEL" related artifacts as well as the TA Shield, but I've haven't come across the KARANIAN MARK IV REACTOR or the TRANS-MATRIX CLOAKING DEVICE (I know where to find the R.A.N.D.O.M. though ). Any suggestions?

You should have seen the messages "Congratulations Commander!" and "You have completed your inaugural campaign tour of duty." at the end of TOD3M5
