I think that is a bit unfair to say that Bush and company have screwed up.

They are in a catch 22 that no one would want to be in.

If they don't give warning, and something happens, then they will get blamed for not warning us, and if they do give a warning, and nothing happens, then they are said to have screwed the pooch because they lost their chance to really get inside Al Quaeda.

It's a catch 22, also, it takes a bit longer then 3 years to build up any kind of intelligence network, our intelligence was STRIPPED to the bone, our human intelligence was literally nonexistent before 911, and it takes a LOT longer then 3 years to get that human intelligence back.

Although that is being done now, and hopefully that will begin to bear fruit in 3 years or so, and that will be a miracle of the grandest proportions.

TO actually get a person installed in such an organization can take up to a decade, and we don't have that much time.

THe Human Intel we had in Iraq before the war was compromised and a lot of those agents were murdered, because we got them in there too fast and they were caught.

We can't allow that to happen with Agents put into Al Quaeda, so it is going to take a little more time before we are able to get such a network up and really running.
