Fleet join procedure/prereqs

Now that I've gotten back into BCM, I've been pondering joining a fleet. I've been considering either Orion or Wraith; both Big Guns and Black Ops are to my liking, and would dovetail nicely with my role in another Fleet outside the BCM universe.

So, what's the procedure for joining a fleet, and what are the prerequisites?
