Can I just a design a completely new station for Orion, or what? Michael said I copy one of those what really excist there now, and just tell it's location..?How is it?

Go to Development Wish List Forum, and read the messages there. If you still don't understand what is being offered, after digesting the CIC's post, come back to me and I'll try to explain it in more detail.
