If you deploy troops, then you are a ship commander. You must be a marine to have something else than light armor and a pistol (eg assault rifle, sniper, shield...)

Hmmm... I must say no... but there are exceptions, generally when a guy get kicked off an army, or quits, or change from military to insurgents. I don't know if you could change from scientist to explorer, trader to commercial.
